Summary: Background The Department of Veterans Affairs (VA) is seeking to upgrade and expand its paging system to enhance emergency notifications across its facilities. Currently, the existing overhead paging system is unreliable and only covers certain buildings, creating safety concerns during emergencies. The goal of this contract is to provide a dedicated fiber optic connection that will improve communication capabilities and ensure that staff can effectively receive emergency notifications. Work Details The contractor will provide, install, and test a dedicated underground fiber connection consisting of: 1. A 6-strand indoor/outdoor armored plenum single-mode (OS2) fiber optic cable, accessories, and installation to Buildings 4 and 12. 2. An 18 or 24-strand indoor armored plenum single-mode (OS2) fiber optic cable(s), accessories, and installation from C-Wing Core (Room C-125) to the Penthouse in Building 1. 3. Includes 1U fiber drawers and LC terminations as needed. 4. Fiber must terminate in the same room as the paging/network equipment in each building with proper labeling on patch panels. 5. Specific tasks include project management, quality assurance, progress/status reporting, and preparation of a Contract Management Plan. Period of Performance Performance will take place within 60 days after receipt of order (ARO). Place of Performance Madison VA Medical Center, 2500 Overlook Terrace, Madison, WI 53705. Bidder Requirements This solicitation is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). Bidders must demonstrate their capability to meet the technical requirements outlined in the solicitation and provide evidence of relevant past performance. Incumbent Analysis (see Incumbents section for more detail) The prior contract 36C25222C0036 awarded to Veterans Electric ($933,555, 03/31/22–05/15/24) for an “Upgrade Overhead Paging System” suggests a confirmed incumbent or closely related prior performance. The current requirement similarly focuses on upgrading the VA paging system and providing dedicated fiber optic cabling (including installation, termination, and testing) to support paging/network equipment in specific buildings.
