Summary: Background This contract is issued by the U.S. Army Corps of Engineers for the replacement of degraded communication lines at Lock and Dam 5A, located in Fountain City, WI. The mission of the Corps is to provide vital public engineering services in peace and war to strengthen the nation's security, energize the economy, and reduce risks from disasters. The goal of this contract is to ensure reliable communication capabilities by replacing outdated fiber optic and Cat 6 cables. Work Details The contractor shall provide all labor, equipment, and materials necessary for the replacement of approximately 600 linear feet of new 12-count Multi-Mode (MM) OM1 Fiber Optic cable (underground burial rated) and a redundant backup line consisting of approximately 600 linear feet of Cat 6 direct burial cable. Tasks include: - Installation of both new communication cables within existing buried conduits and vaults for the primary run. - Installation of approximately 50 feet of new conduit with weather-tight fittings connecting the gate operator network/connection box to the nearest vault box. - Termination of both ends of the new fiber optic cable using ST connectors and termination of both ends of the Cat 6 backup line using standard network terminations (e.g., RJ45). - Functional testing of all systems upon completion, including signal loss and integrity testing on all fibers using an OTDR or Light Meter, as well as continuity and performance testing on the Cat 6 line to ensure compliance with manufacturer and industry standards. Any issues found during installation or testing must be reported immediately to the Government Point of Contact (POC). Post-service deliverables include documented testing reports for all lines delivered within ten days after installation. Period of Performance Work shall commence as soon as possible and must be completed no later than July 31, 2026. Work hours are scheduled between 0700-1600 Monday through Friday unless otherwise notified. Place of Performance Lock and Dam #5A, W679 State Hwy 35, Fountain City, WI 54629. Bidder Requirements Bidders must comply with a Small Business Set Aside - Total (SBA). They are required to have appropriate contractor licensing for electrical work related to fiber optic installations. Bid/payment/performance bonds may be required as part of the bidding process.
