Background

The Department of Administration (DOA), through its Consolidated Agency Purchasing Services (CAPS), on behalf of the Department of Safety and Professional Services (DSPS), is seeking bids for a Drug and Alcohol Testing and Monitoring Program. This program is mandatory for credential holders directed to participate in drug and alcohol testing as part of disciplinary orders issued by regulatory authorities or agreements with the DSPS Professional Assistance Procedure. The goal is to ensure compliance with monitoring requirements to promote public safety.

Work Details

The contractor will provide comprehensive drug and alcohol testing services, including but not limited to: - Regular and random testing (urine, breath, hair, blood, or transdermal monitoring) as specified in participant orders. - Development of a participation agreement outlining testing frequency, location, and fees. - Compliance tracking for participants, including daily check-ins and adherence to driver safety plans for the Intoxicated Driver Program (IDP). - Management of costs associated with testing, evaluations, and treatment services, which are the responsibility of the participants. - Establishment of collection sites compliant with DOT standards and provision of necessary testing kits. - Coordination with a DHHS certified laboratory for specimen analysis following proper chain of custody procedures. - Provision of customer service support via phone and email during specified hours.

Period of Performance

The contract will be effective for an initial period of three years, with options for two additional one-year renewals upon mutual agreement.

Place of Performance

Services will be performed throughout Wisconsin at designated collection sites within 60 miles of each participant's residence or place of employment.

Bidder Requirements

Bidders must demonstrate a minimum of five years' experience as a Third-Party Administrator in drug and alcohol monitoring programs with at least 50 participants. They must also have three years' experience working with state mandatory drug monitoring programs. All personnel involved must be experienced and licensed according to relevant laws and regulations.
