This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This solicitation is Brand Name or Equal Unrestricted. The Great Lakes Acquisition Center, on behalf of the Tomah VA Medical Center, Tomah, WI 54660-3105 is seeking to setup an Indefinite Delivery Contract (IDC) with 4 ordering periods contract for acquisition and installation of new ceiling lift systems through the Tomah VA Medical Center and Outpatient Clinics. Background The Great Lakes Acquisition Center, on behalf of the Tomah VA Medical Center, is seeking to establish an Indefinite Delivery Contract (IDC) for the acquisition and installation of new ceiling lift systems. This initiative aims to ensure safe patient handling and mobility in compliance with Veterans Health Administration (VHA) standards. The current ceiling lift systems do not meet required load testing standards, necessitating their replacement to maintain patient safety. Work Details The contract involves the acquisition and installation of overhead ceiling lifts with specific requirements: - Construction: Steel frame system driven by a gear-reduced, high-torque motor. - Integrated Class III scale with LCD screen for weight readings. - Bariatric lifts must have a minimum weight capacity of 800 lbs controlled by one hand control; lifts with a minimum capacity of 550 lbs are required at one per room. - Features include dynamic gait support, electronic soft-start/stop motor control, emergency manual lowering device, emergency stopping device, current limiter for circuit protection, and safety devices for low battery and mechanical failure. - Hanger bars must reach floor level for fall recovery scenarios. - The ceiling track system must be made from high-strength extruded aluminum and security tested for load capacity. - LIKO brand lifts are not acceptable due to past performance issues.
