Janitorial services for the State Highway Administration located at Multiple SHA buildings in Owings Mills and Baltimore, MD

Background

The Maryland State Highway Administration (SHA), part of the Department of Transportation, is responsible for maintaining the state's highway infrastructure. The goal of this contract is to provide comprehensive janitorial services for multiple SHA buildings to ensure sanitary and well-maintained work environments for state employees and visitors.

Work Details

The contractor, LSI3 Properties, LLC, will provide janitorial services for three SHA buildings: 1. The main building at the Owings Mills facility 2. The Pipe Yard building located at 5000 Washington Blvd, Baltimore, MD 21227 3. The Security Yard building located at 1709 Belmont Avenue, Baltimore, MD 21244. The scope of work includes daily, weekly, monthly, and semi-annual cleaning tasks such as mopping, vacuuming, restroom sanitation, trash removal, glass cleaning, disinfection of high-touch areas, floor maintenance, carpet cleaning, and interior/exterior window washing. The contractor will furnish all necessary cleaning equipment and personnel but will not supply consumable restroom supplies (toilet tissue, paper towels, soap), which will be provided by the Administration. Cleaning supplies must be purchased from Blind Industries and Services of Maryland (BISM), unless BISM cannot furnish them or they are not on the master list. BISM offers environmentally preferred products.

Period of Performance

The contract term is from June 19, 2026 to June 18, 2029 (3 years), with potential for earlier completion upon Board of Public Works approval.

Place of Performance

Janitorial services will be performed at multiple locations in Owings Mills and Baltimore, Maryland.

Bidder Requirements

No MBE/VSBE participation goals were set due to the services being provided by a Preferred Provider. There are no performance security requirements or hiring agreement eligibility stipulations.
