Design and Repair of the Interior Sanitary Sewer at the Harriet Tubman Underground Railroad State Park Visitor Center

Background

The project involves the design and repair of the interior sanitary sewer at the Harriet Tubman Underground Railroad State Park Visitor Center, located at 4068 Golden Hill Road, Church Creek, Maryland 21622. The Department of General Services is issuing this solicitation as part of its mission to maintain and improve state facilities. This contract aims to ensure that the sanitary sewer system is functional and meets current standards while minimizing disruption to park operations.

Work Details

The contractor will be responsible for the following tasks: 1. Plugging and abandoning the existing sanitary sewer. 2. Dismantling existing restroom fixtures, accessories, and toilet compartment partitions. 3. Demolishing plumbing walls as indicated on drawings. 4. Installing new 4” HDPE sanitary sewer and 1 ¼” HDPE force main. 5. Limiting interruptions to building utilities to when the museum is closed to the public with at least 72 hours written notice. 6. Rebuilding plumbing walls and reinstalling restroom fixtures, accessories, and toilet compartment partitions in their previous locations. 7. Tiling and painting restrooms. 8. Providing temporary restroom facilities for owner, park staff, and park visitors (four individual portable restrooms as base bid option or two restroom trailers as alternate bid option). 9. Cleaning portable restrooms daily and supplying fresh water for hand washing if alternate option is selected. 10. Providing separate portable toilet facilities for contractor personnel. 11. Ensuring that the existing single-occupant family toilet room remains operational throughout construction except for limited interruptions during plumbing switchovers.

Period of Performance

The contract will be performed over a specified period as outlined in the solicitation documents. The exact duration will depend on project scheduling but must accommodate limited disruptions during operational hours of the visitor center.

Bidder Requirements

This solicitation is limited to Master Contractors that have been awarded a contract under the Indefinite Quantity Contract (IQC) DGS-23-306-IQC General Construction Work & Related Services for the Eastern Region. Additionally, this is a Small Business Reserve Procurement limited to certified small business vendors as per State Finance and Procurement Article §§14-501—14-505. Bidders must submit necessary Minority Business Enterprise (MBE) documents along with their bids.
