Background

The Department of Public Safety and Correctional Services is issuing a Purchase Order Request for Proposals (PORFP) for the PBX IV Telecommunications Equipment and Services Master Contract. This contract aims to provide essential telecommunications hardware, software, and maintenance services to support the agency's operations. The procurement is limited to certified small business vendors under the Small Business Reserve Program in Maryland.

Work Details

The contract includes the following products and services: 1. One (1) PEX1-BASE-PLATFORM-12 Management Node, which allows for unlimited conferencing and proxying edge nodes, along with software upgrades for the subscription term. 2. Five Hundred (500) Virtual Meeting Rooms (VMRs) enabled on the management node (Item PEX3-VMR-12). 3. Fifty (50) capacity licenses for concurrent users/devices connected to the management node (Item PEX2-CAPACITY-12). 4. Fifty (50) support licenses for named representatives at the end-customer site (Item PEX5-MAINT-12). 5. Fifteen (15) audio and content sharing-only licenses for concurrent users/devices connected to the management node (Item PEX6-AUDIO-12). 6. One (1) custom option under PexCare for enterprise solutions. 7. Manufacturer's extended warranty and maintenance services including a quote for two years of warranty on equipment from FA I. 8. Time and Material Labor for installation services including configuration, programming, testing, and installation of PBX systems.

Period of Performance

The estimated work start date is July 1, 2026, with an estimated work end date of June 30, 2027.

Place of Performance

The contract will be performed at the Department of Public Safety - ITCD located at 1201 Reisterstown Road, Pikesville, MD 21208.

Bidder Requirements

This solicitation is a Small Business Reserve Procurement limited to certified small business vendors as per Maryland state regulations. Bidders must be current Master Contractors under the PBX IV Master Contract and must provide a Letter of Authorization from manufacturers if applicable. All proposed software must be virus-free, and bidders are required to furnish all agreements expected by the State in connection with product use.
