Summary: Background The US Army Electronic Proving Ground (EPG) is responsible for maintaining a critical data center that houses servers and network architecture within the Electro Magnetic Environmental Test Facility (EMETF) at Fort Huachuca, Arizona. To ensure security-compliant services and protect the network infrastructure, EPG requires a fully integrated fire suppression system. The facility currently utilizes a clean agent system (Proneirt II) that meets safety standards approved at multiple US Army installations. Work Details The contract involves professional inspection, testing, and maintenance services for the Clean Agent Fire Suppression System and Control Panel. The scope includes: 1. Comprehensive System Inspection: Perform inspection and testing of the fire detection and control panel. 2. Device Testing and Cleaning: Clean and test all smoke detectors; inspect and test all pull stations, abort stations, horns, strobes, and alarms. 3. Hardware and Agent Verification: Inspect tank hardware, agent distribution piping, and verify clean agent quantities. 4. Integration Testing: Ensure the Fire Suppression System disables the environmental control system during an emergency release of the clean agent to remove incoming forced air from the HVAC system. 5. Fire Alarm Control Panel Testing: Coordinate testing of the FSS connection to the existing Monaco MAAP+ Fire Alarm Control Panel with local fire department. 6. Pre-Action Sprinkler Testing: Inspect pre-action fire sprinkler riser, alarm initiating devices, and conduct a flow test of the riser. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance EMETF Building 55350, Room 163 (and Room 108 for panel connections), US Army Electronic Proving Ground, Fort Huachuca, Arizona, 85613. Bidder Requirements Bidders must meet specific requirements including being a Small Business Set Aside - Total (SBA). All contractor personnel performing inspections must be United States citizens eligible for base access to Fort Huachuca and will be escorted by authorized personnel while inside the EMETF data center. Incumbent Analysis (see Incumbents section for more detail) The opportunity appears to have a confirmed incumbent based on prior award W91RUS23P0089, awarded to The Hiller Companies for semi-annual fire suppression system inspection (09/21/23–09/28/26) at the same type of facility. The current requirement for professional inspection, testing, and maintenance of the integrated clean agent fire suppression system and control panel aligns closely with the prior scope of recurring fire suppression system inspections, including verification and testing activities that suggest a continuation of the same lifecycle maintenance effort.
