The 309 Aircraft Maintenance Group (AMXG) at Hill Air Force Base (HAFB) has a need for a Blanket Purchase Agreement (BPA) with a Contractor(s) to provide septic pumping services to temporary portable trailers and airframes in preparation of maintenance and repair and aircraft in transit. The contractor shall provide all management, tools, supplies, equipment, personal protective gear, and labor required to drain, flush, clean, and prepare for freezing temperatures, the designated reservoirs and dispose of waste materials, in accordance with the procedures outlined in the performance work statement (PWS). The company shall own hose and attachment fittings to connect to US Air Force and US Navy C-130 aircraft (part number M2651-133-11). Contractor shall have the capability to respond within 24 hours for standard call-outs and within 2 hours for emergency call-outs. The proposed BPA will have a five (5) year ordering period. CMMC Level 1 is applicable to this requirement. The request for quote documentation and instructions are attached below. In preparing your quote, please review and follow the 52.212-1 Addendum instructions to offerers information found on page 4 Section 8 of the Request for Quote Document. Historically, for aircraft there has been a need for around 20 lavatory cleaning/pumping services per year total. At this time, the trailer to be serviced is not being used but may need lavatory cleaning/pumping services at some point during the life of the BPA. Historically, when the trailer was in use, it would be serviced around 12 times per year. Please reach out to the point of contracts listed below with any questions.

Summary (Newest Update)

Background The 309 Aircraft Maintenance Group (AMXG) at Hill Air Force Base (HAFB) requires a Blanket Purchase Agreement (BPA) for septic pumping services to support maintenance and repair of C-130 aircraft and temporary portable trailers. The goal of this contract is to ensure that lavatory services are readily available for aircraft in transit and during maintenance operations, thereby supporting the operational readiness of the Air Force. Work Details The contractor shall provide all management, tools, supplies, equipment, personal protective gear, and labor necessary to drain, flush, clean, and prepare designated reservoirs for freezing temperatures. Waste materials must be disposed of in accordance with outlined procedures. The contractor must own hose and attachment fittings compatible with US Air Force and US Navy C-130 aircraft (part number M2651-133-11). Services include: 1. Responding within 24 hours for standard call-outs and within 2 hours for emergency call-outs. 2. Performing septic pumping services approximately 20 times per year for aircraft and up to 12 times per year for trailers when in use. 3. Providing a Certificate of Work Performed for all services rendered. Period of Performance The proposed BPA will have a five (5) year ordering period. Place of Performance Hill Air Force Base, Utah. Bidder Requirements This opportunity is set aside for Small Business concerns. Bidders must demonstrate past experience providing septic tank lavatory services on C-130 or similar sized aircraft. They must also provide a clear methodology to meet response time requirements and evidence of having the proper hose and attachment fittings or the ability to obtain them. Additionally, bidders must comply with CMMC Level 1 requirements. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award FA822421A0002, awarded to United Site Services of Nevada for septic tank pumping services supporting the 309 Aircraft Maintenance Group (AMXG) at Hill Air Force Base. The prior work description matches the current requirement for septic pumping/lavatory services for temporary portable trailers and airframes in preparation for maintenance and repair and aircraft in transit, with the same general scope of draining/cleaning reservoirs and disposing of waste.
