Portable Patient Transport System (PPTS) This Revised Call for Solutions (CFS) is issued under the authority of 10 U.S.C. 4022, Authority of the Department of Defense to carry out certain prototype projects, against the Army Open Solicitation (AOS) W9128Z-25-S-A002, under BAA authority. The Government intends to award multiple Prototype Other Transaction (OT) Agreements to the offerors whose Solution Briefs are determined to be most advantageous to the Government based on the evaluation criteria outlined in Section D. This CFS invites interested parties to submit a Solution Brief for a prototype PPTS. Information and Questions

There is a Request for Information (RFI) that is included in the posting as an attachment. - All inquiries must be submitted via email to both POCs NLT 1600 Eastern Time on 17 June 2026. - Each Offeror shall submit only one consolidated set of information and/or questions. Questions received after the deadline may not be answered. - If an Offeror identifies a potential error, omission, or other issue in the Call for Solutions, the Offeror must notify the Government POCs in writing during the question period. The notification must include supporting rationale and any recommended remedies for the Government's consideration. - Communication Protocol - All communications concerning this competition shall be in writing and directed exclusively to the Government POCs identified below. - Unauthorized contact with other Government personnel regarding this competition may constitute an Organizational Conflict of Interest (OCI) and result in the Offeror's exclusion from the competition.

Background The Portable Patient Transport System (PPTS) is being developed under the authority of 10 U.S.C. § 4022 by the Capability Program Executive Chemical, Biological, Radiological, and Nuclear Defense (CPE-CBRND) and Joint Project Manager for CBRN Protection. The goal of this contract is to create a man-portable system that can safely transport a single, non-ambulatory infectious patient while preventing the spread of biological threats. The system must be capable of operation across various transport modes including air, rail, ground, or sea. Work Details The contract involves the development of a Portable Patient Transport System (PPTS) that includes a patient containment enclosure with an integrated battery-powered air filtration system. Key specifications include: - Negative pressure generation with a differential of 0.01 inches of water gauge. - Airflow direction from head to foot. - Minimum of 12 air exchanges per hour. - Filtration efficiency of 99.97% for particles at 0.3 microns. - Liquid containment capacity of at least 3 liters without leakage. - Compliance with military standards for airworthiness and transport requirements (MIL-HDBK-516). - Must provide visibility and access for patient care through glove ports and pass-through interfaces.
