Background

Huron County is seeking a consultant for the Peru West Section Bridge Replacement Project, which involves construction inspection and administration services. The project has been awarded to Great Lakes Demolition and aims to replace a bridge with a three-span spread box beam structure, including 500 feet of relocated roadway approach and embankment work. The estimated construction cost is $2,100,000.

Work Details

The consultant will provide construction inspection and administration services as outlined in ODOT’s Construction Administration Manual of Procedures. Specific services required include: - Daily field engineering and inspection - Materials management, testing, and certification - Documentation of quantities and project documentation - Active project management including progress meetings and schedule tracking - Payment processing and reimbursement preparation - Claims management and negotiation - Compliance with prevailing wage laws and EEO contract requirements. The consultant must provide a project team that includes personnel meeting specific ODOT prequalification categories such as Project Inspector 1, Project Structures Inspector, Soils & Aggregate Inspector, Construction Engineer Level 1, among others. Additionally, the consultant must ensure compliance with federal requirements for financial management system evaluation.

The anticipated period of performance is from August 2026 to December 2026.

The contract will be performed in Huron County, Ohio.

Bidder Requirements

Bidders must meet prequalification requirements set by ODOT for construction inspection activities. Only individuals (not firms) are eligible for prequalified construction inspection roles. The prime consultant and all subconsultants providing engineering services must be prequalified in financial management system evaluation. Firms on the federal list of suspended or debarred firms are not eligible for selection.
