Background

The Texas Department of Transportation (TxDOT) is seeking to enter into six indefinite deliverable contracts for Professional Engineering Procurement Services (PEPS) to provide plans, specifications, and estimates (PS&E) for various projects primarily in the San Antonio District. The estimated value for each contract is approximately $10 million, subject to adjustment by TxDOT. This initiative aligns with TxDOT's mission to ensure safe and efficient transportation systems across Texas.

Work Details

The services required under this contract include preparation of plans, specifications, and estimates (PS&E) and related documents. Specific tasks may involve roadway design, bridge design, hydrologic and hydraulic design, traffic signal design, utility adjustment coordination, subsurface utility engineering, survey work, geotechnical data collection, environmental documentation, and construction phase services. The Engineer must adhere to TxDOT's latest procedures and guidelines while preparing PS&E packages suitable for bidding and awarding processes. Coordination with TxDOT’s project manager and other governmental agencies is essential throughout the project lifecycle.

Period of Performance

The contract execution is expected by October 2026 and will last until October 2031. Work authorizations may be issued within the first four years of the contract.

Place of Performance

Primarily in the San Antonio District of Texas; however, work may also be required in other districts as needed.

Bidder Requirements

Respondents must comply with Texas Government Code Chapter 2161 regarding subcontracting plan requirements if the anticipated contract value is $100,000 or more. Additionally, prime providers must have a Professional Engineer registered in Texas sign off on all work performed under the contract. All firms involved must be registered with the Texas Secretary of State and maintain active status while executing any work authorization resulting from this contract.
