Summary (Newest Update)

Background The Medical Education Training Campus (METC) is issuing this solicitation for the Emergency Care Textbook Packages under solicitation number FA301626Q7037. The goal of this contract is to establish multiple 5-year firm-fixed priced Blanket Purchase Agreements (BPA) for Medical Emergency Care Textbooks and associated Digital Materials packages in support of the Army’s Combat Medic Specialist Training Course (CMSTC) and Air Force Aerospace Medical Service Apprentice (AMSA) course curriculum. This is a 100% Small Business Set-aside acquisition. Work Details The contract includes the following products: 1. Emergency Care Package containing: - Emergency Care Textbook, 15th Edition, ISBN: 9780135597330, authored by Limmer and O'Keefe, published by Pearson Education, Inc. - Emergency Care Workbook, 15th Edition - Emergency Care Review Plus App, 15th Edition Quantity: 1,785 each per Call/7,140 each year for Army (Delivery Dates: November, February, May, August). 2. Emergency Care Print Textbook and Online Access to Instructor Materials, ISBN: 9780135350683. Quantity: 20 each year for Army. 3. Emergency Care Textbook Package for Air Force containing: - Emergency Care Textbook, 15th Edition, ISBN: 9780135588147 - MyLab BRADY, 15th Edition - EMT Review Plus App, 15th Edition Quantity: 400 per Call/1,600 per year (Delivery Dates: November, February, May, August). 4. Emergency Care Print Textbook and Online Access to Instructor Materials for Air Force. Quantity: 60 per year. Period of Performance Approximately from July 22, 2026 through July 21, 2031. Place of Performance Delivery will be made to DHA J-7 Logistics at JBSA Fort Sam Houston, San Antonio, TX 78234. Bidder Requirements This opportunity is a Small Business Set Aside - Total (SBA). Bidders must have an active registration and qualify as a small business concern. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on multiple recent Pearson Education awards under FA301626P0010, FA301625P0163, FA301625P0202, and FA301626P0018 (each valued at approximately $250,530), as well as FA301625P0114 (valued at $160,768). The prior work involved supplying Emergency Care textbook packages bundled with associated workbook/app and related digital materials (e.g., Emergency Care Workbook and EMT Review Plus App, and in one case MyLab Brady), using the same “Emergency Care” package format and similar quantities. The current BPA likewise calls for Emergency Care textbook packages with the Emergency Care Workbook and review app/digital materials for Army and Air Force course support, indicating continuity of the same curriculum support deliverables.
