Environmental Permitting and CEQA Consultant Services for Moreno Valley Corporate Yard Master Plan

Work Requested

The City of Moreno Valley requires a qualified environmental consultant to provide comprehensive, project-specific environmental permitting and CEQA (California Environmental Quality Act) consultant services for the Moreno Valley Corporate Yard Master Plan. The consultant's responsibilities include: - Conducting a one-time CEQA review and obtaining environmental clearance for the City Yards facility - Evaluating the entire site and confirming the project description with City staff - Reviewing all existing materials and conducting site reconnaissance - Determining the appropriate CEQA documentation pathway - Preparing all required environmental documents and technical studies - Assisting with agency, tribal, and public coordination - Supporting public meetings and hearings - Responding to comments received during the process - Providing all final CEQA documents, notices, findings, mitigation measures, and related files in City-approved formats

Background

This contract is for a one-time, project-specific professional services agreement related to the City Yards facility. There is no guarantee of future or on-call work beyond this project. All proposals submitted will be subject to disclosure under the California Public Records Act.

Contract Requirements

The selected consultant will be required to perform all tasks as outlined above under a professional services agreement. Work will commence only after City approval and issuance of a Notice to Proceed.

Instructions on Submission

Bidders are solely responsible for ensuring the on-time electronic submission of their bids. Only bids that have been transmitted successfully and have received an eBid confirmation number with a timestamp from the Bid Management System will be considered. Bids transmitted by any other means will not be accepted. It is the bidder's responsibility to familiarize themselves with the proper use of the bid management system and to ensure their computer system is capable of uploading all required documents.
