Summary (Newest Update)

Background The Bureau of Reclamation created Lake Berryessa as part of the Solano Project in the 1950s. The reservoir, which is one of California's largest bodies of fresh water, has been impacted by the LNU Lightning Complex Fire in August 2020, which burned significant areas of land. The Bureau is now seeking to restore fire-impacted lands along East Side Road through a no-till seeding project funded by BIL-BAR 5-10 Year Post Fire Recovery Funding for FY 25. Work Details The Contractor shall provide all labor, supervision, native seed, equipment, tools, and materials needed to conduct no-till seeding of approximately 383.8 acres across five paddocks. Specific tasks include: 1. Seed Mix Procurement: Provide a 100% native grass and wildflower seed mix with at least five species from a provided list, ensuring compliance with state and federal laws regarding seed purity and viability. 2. Seeding Application: Use a no-till drill to apply seed across designated paddocks while achieving total treated acreage within 3% of identified acreage. Conduct seeding during October - November unless otherwise approved. 3. Work Plan Requirement: Submit a detailed Work Plan for approval before starting work, including final seed mix, equipment details, planned approach, and environmental compliance methods. 4. Quality Control Plan: Submit a Quality Control Plan within 15 days after award detailing inspection procedures and corrective actions. 5. Environmental Protection Requirements: Conduct worker training on environmental awareness and perform pre-construction biological surveys for protected species before any ground-disturbing activities. Period of Performance Base Year: 10/01/2026 – 11/30/2026; Option Year 1: 10/01/2027 – 11/30/2027. Place of Performance Lake Berryessa Field Office, Napa, CA; work will occur along East Side Road from its intersection with Berryessa Knoxville Road to the southern gate limiting public access to the Gunn Easement. Bidder Requirements Contractors must demonstrate experience in large-scale native no-till seeding and vegetation monitoring.
