The goal of the contract is to ensure the safe and efficient operation of elevators across multiple locations, including Palo Alto, Menlo Park, Livermore, and Mountain View. This contract aims to provide comprehensive maintenance and inspection services to meet the operational needs of the VA facilities. Work Details The contractor will be responsible for providing elevator maintenance services, which include: 1. Performing five-year, annual, and semi-annual inspections of the vertical transportation systems as specified in the Performance Work Statement (PWS). 2. Conducting inspections on all elevators listed in Attachment A. 3. Completing at least one four-year inspection per elevator during the life of the contract. 4. Providing labor, equipment, and tools necessary for inspections. 5. Submitting a schedule for inspections 15 days from the award date and requesting to proceed with inspections 30 days in advance. 6. Offering consultation services via phone, fax, or email during normal business hours at no additional cost. 7. Providing written analyses of each elevator's lifecycle and recommendations for equipment replacement or upgrades. 8. Managing unscheduled maintenance as needed based on inspection findings or operational failures. Period of Performance The period of performance for this contract spans from August 1, 2026, to July 31, 2031. It includes a base year from August 1, 2026, to July 31, 2027, followed by three option years extending through July 31, 2030. Place of Performance The construction projects will be performed at various locations within the VA Palo Alto Health Care System including Palo Alto, Menlo Park, Livermore, and Mountain View. Bidder Requirements Bidders must meet specific requirements to qualify for this contract: 1. The opportunity is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSBC). 2. Contractors must be ASME/NAESA qualified elevator inspectors with a minimum of five years of experience as certified elevator inspectors. 3. Contractors must submit all relevant certifications and licenses with their technical package. 4. The contract does not permit subcontracting. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on Contract 36C26121C0023 awarded to Elevated Technologies for elevator maintenance services at the VA Palo Alto Health Care System (Palo Alto, Menlo Park, and Livermore) with a period running through July 31, 2026. The current requirement similarly calls for recurring elevator inspections (annual/semi-annual and multi-year inspections), scheduled inspection planning, and unscheduled maintenance tied to inspection findings across VAPAHCS locations, which is consistent with a continuation of the incumbent’s prior elevator maintenance scope. A closely related prior award also exists for elevator services at Palo Alto VAHCS (36C26122C0004 to Valhalla Engineering Group), further indicating ongoing performance in this same facility area.
