Shamrock Drive Area Water Line Improvements Installation and Replacement of Water Mains and Service Lines

Background

The City of Columbus, through its Department of Public Utilities, is seeking bids for the Shamrock Drive Area Water Line Improvements project. This project aims to enhance the water supply infrastructure by installing and replacing approximately 11,242 linear feet of water mains (6-inch, 8-inch, 12-inch, and 16-inch) and replacing privately owned lead and galvanized water service lines. The project is funded by the Ohio Environmental Protection Agency (OEPA) through the Water Supply Revolving Loan Account (WSRLA) program, which includes specific compliance requirements.

Work Details

The contractor will be responsible for: - Installation of approximately 11,242 linear feet of water mains in various sizes (6-inch, 8-inch, 12-inch, and 16-inch). - Replacement of privately owned lead and galvanized water service lines. - Compliance with all technical specifications and drawings provided in the Invitation For Bid (IFB). - Adherence to federal Davis-Bacon Wage Rates due to funding from the WSRLA program. - Ensuring continuous drinking water service during construction without disruption. - Obtaining necessary permits and approvals for construction activities.

Period of Performance

The work is expected to be substantially complete within 550 calendar days from the Notice to Proceed, with final completion occurring within 610 calendar days. The anticipated Notice to Proceed date is around November 11, 2026.

The project will take place in the Shamrock Drive area of Columbus, Ohio.

Bidder Requirements

Bidders must be prequalified responsible or provisionally responsible at the bid due date if the contract value exceeds $500,000.00. Subcontractors performing work in licensed trades must also meet prequalification standards. Bidders are required to submit a Subcontractor Benefits and Training Affidavit if their subcontractors perform work exceeding $50,000.00 on this contract. Additionally, bidders must comply with U.S. EPA Disadvantaged Business Enterprise (DBE) goals of 5.4% for subcontracting.
