Summary (Newest Update)

Background The NASA Launch Services Program (LSP) is responsible for the acquisition and program management of commercial launch vehicles for NASA's science and robotic missions. The Spacecraft Operations Processing Contract (SPOC) On-Ramp aims to provide necessary facilities and services to support spacecraft processing and integration activities at launch sites, specifically near Kennedy Space Center/Cape Canaveral Space Force Station or Vandenberg Space Force Base. The SPOC Contractor will facilitate the preparation of spacecraft for launch, ensuring compliance with safety and operational standards. Work Details The Contractor shall provide advance planning, facilities, supplies, commodities, and services necessary for prelaunch processing and integration of spacecraft and Launch Service Contractors (LSC) hardware. Key tasks include: 1. Propellant loading, spin-balancing, integrated operations (upper stage mate, spacecraft adapter mate, spacecraft integration, fairing installation), encapsulation, and transport of completed spacecraft stacks to the launch pad. 2. Maintain safety, cleanliness, and security standards in all facilities. 3. Provide support for assembly, testing, servicing of hardware during build-up and checkout. 4. Ensure access to facilities for international spacecraft customers as required. 5. Manage off-shift and 24-hour operations as needed due to anomalies or schedule changes. 6. Provide facilities for further processing in case of launch cancellations or postponements. 7. Support packing and shipping of ground support equipment after the launch campaign concludes. Period of Performance The period of performance will commence from the initial facility occupancy date through the facility departure date for each mission. Specific occupancy periods will be provided with the Spacecraft Processing Operations Task (SPOT) documentation. Place of Performance The contract will be performed at facilities located near Kennedy Space Center/Cape Canaveral Space Force Station or Vandenberg Space Force Base. Incumbent Analysis (see Incumbents section for more detail) The SPOC On-Ramp opportunity appears to have a confirmed incumbent based on prior award 80KSC023DA015, awarded to Space Exploration Technologies for “Spacecraft Processing Operation Service (SPOS) and Facilities for Common Launch Service Support Plan (LSSP)” covering 02/01/23–02/01/28. The prior work description aligns with providing launch-site facilities and services for spacecraft processing operations, including common launch support activities, which appears to be a continuation of the same type of prelaunch processing and integration support at NASA launch locations.
