Summary: Background The Department of Veterans Affairs, specifically the Miami VA Healthcare System, is issuing this solicitation for Data and Voice Cable Installation Services. The goal of this contract is to provide necessary cabling services to support the healthcare system's voice and data network. This procurement is a 100% Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside, encouraging eligible contractors to submit quotes. Work Details The contractor shall provide all labor, equipment, tools, materials, supervision, and other items necessary to perform the following tasks: install, repair, and remove data and voice cabling in accordance with applicable laws and standards. Specific requirements include: 1. Use VA-installed wire mesh cable trays for cabling paths unless otherwise specified. 2. Terminate copper data cables in 110-style patch panels and RJ45 jacks; voice cables in 110-style cross-connect panels and RJ25 jacks. 3. Follow local color conventions for cable jackets: Gray for Voice, Blue/White for Data. 4. Ensure all runs have minimum service loops installed. 5. Adhere to Miami VA Healthcare System Policy 138-80-16 regarding safety during construction. 6. Label all cables, wall jacks, and patch panels at both ends according to local numbering conventions. 7. Maintain compatibility with existing systems and ensure proper documentation of all work performed. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance Miami VA Healthcare System, 1201 NW 16th Street, Miami FL 33125. Bidder Requirements To be eligible for award, bidders must be verified in the SBA Small Business Search at the time of RFQ close and award. Bidders must also possess industry-recognized certification in copper and fiber optic data cable installation. The opportunity is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior VA Miami Healthcare System awards for similar data/voice cabling installation services. The confirmed incumbent, 2 Teks Communication, received IDV and contract awards under 36C24820D0056 (including a $1,584,293 award for 07/06/20–07/05/25 and a $300,520 follow-on contract for 07/13/24–07/12/25) for “DATA DROP AND VOICE CABLE INSTALLATION SERVICE,” which aligns with the current requirement to install, repair, and remove data and voice cabling with termination in patch panels/jacks and labeling/documentation. The scope reads like a continuation of ongoing cabling work at the same facility, rather than a materially different service line.
