Note: All questions/inquiries and quotes will only be accepted by email: hal_hoversten@ios.doi.gov This is a solicitation as a Request for Quotations (RFQ) for the National Park Service (NPS) at Lake Roosevelt National Recreational Area (LARO) for a contractor to provide the installation, wiring and replacement of telecommunications cable with fiber optic as described in the scope of work. Contractor to provide and deliver all transportation, equipment, labor, and equipment necessary. Refer to ALL attachments herein comprising a complete solicitation package. Instructions for what to include in proposal are in Section L, and Evaluation Factors are in Section M of Attachment no. 1, Terms-Provisions-Clauses. SITE VISIT. An organized site visit will be scheduled to take place June 24, 2026 at 1:30 pm (PT) at LARO Kettle Falls North District Office. The site visit location and directions are included in solicitation Attachment 1, Section L, 52.236-2. PROJECT SCHEDULE. The government anticipates work starting July 2026 and being completed within 120 days of notice to proceed. SMALL BUSINESS SET-ASIDE. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The North American Industry Classification System (NAICS) Code for this requirement is 237130, Power and Communication and Related Structures Construction, with a corresponding size standard of $45 million in annual gross receipts for the past three years. AFFORDABILITY. The Government seeks offers with a total price between $150,000 and $175,000. Offerors should not interpret this figure as a ceiling (or as a floor) on offers; rather, this information is provided as a courtesy to prospective offerors. The Government may select an offer for award with a price below, at, or exceeding this figure if it finds that offer provides the best value and funds are available. BEST VALUE PROCUREMENT. The Government intends to award a single, firm-fixed-price contract. Evaluation for award will be made in accordance with the negotiated acquisition procedures outlined in FAR Part 13. Award selection will be made on a Best Value determination made after consideration of price and factors other than price) as listed in Section M of the solicitation. Government reserves the right to cancel this solicitation.

The current infrastructure relies on outdated copper lines that have reached the end of their life cycle, impacting the performance and reliability of communication systems across various facilities. The goal of this contract is to enhance telecommunications capabilities by replacing the old copper T1 line with updated fiber optic cable, thereby improving services for all buildings at the Kettle Falls North District site. Work Details The project involves several key tasks: 1. Compliance and right-of-way access outside park boundaries must be established before work begins. 2. Installation of conduit/fiber from the provider's termination boxes located approximately two miles north of the park entrance. 3. Rehabilitation of dig sites as required by highway districts will be the provider's responsibility. 4. Installation of pull boxes at specified distances with minimal ground disturbance while maintaining roadway integrity. 5. Conduit must be buried a maximum of 18 inches deep, with excess dirt returned to the trench. 6. Fiber will be terminated at both ends, requiring installation of fiber termination boxes in provided buildings. 7. Coordination with archeologists/park staff is necessary to minimize digging and respect archaeological findings during installation. 8. Public safety measures must be implemented during construction phases involving roadways, including proper traffic controls. 9. Removal of all existing copper T1 lines prior to fiber optic installation is mandatory.
