Summary (Newest Update)

Background The Veterans Integrated Service Network (VISN) 20, part of the Department of Veterans Affairs, is responsible for providing healthcare to veterans across several states including Alaska, Washington, Oregon, Idaho, Montana, and California. The network encompasses 135 counties and serves approximately 1.2 million veterans. VISN 20 is seeking to procure licensing renewal and maintenance services for their existing cloud-based image exchange platform, Vaultara. This platform facilitates secure access to imaging and medical data sharing with community healthcare partners, significantly improving efficiency in the exchange of medical images and files. Work Details The contractor will be responsible for renewing software licensing and providing support for the Vaultara platform. Key tasks include: 1. Ensuring uninterrupted access to Vaultara’s services for sharing medical images with external healthcare providers and veterans. 2. Supporting over 2 million images exchanged monthly between VISN 20 and over 138 community care partners. 3. Providing system steward support to migrate Vaultara’s Software-as-a-Service (SaaS) FedRAMP authorized platform into the VA’s Enterprise Cloud environment. 4. Maintaining compliance with minimum specifications detailed in the Statement of Work (SOW). Period of Performance Base period from September 30, 2026, to September 29, 2027, with four additional option years extending through September 29, 2031. Place of Performance Multiple locations within VISN 20, primarily at the Department of Veterans Affairs facilities in Vancouver, WA. Bidder Requirements This solicitation is set aside for small businesses under SBA guidelines. Bidders must be an OEM, authorized dealer, or distributor for the proposed equipment/system. They are required to provide documentation verifying their authorization from the OEM at the time of offer submission. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, with Velocity Applications identified on two prior VISN 20 contracts for Vaultara licensing and maintenance support. The prior awards (36C26024P0487, $429,288 for 09/30/24–09/29/25 and 36C26025P0591, $460,932 for 09/30/25–09/29/26) both cover Vaultara license renewal and ongoing maintenance/support services. The current RFQ’s focus on renewing Vaultara licenses and providing continued support for the same VISN 20 cloud-based image exchange platform suggests a continuation of the existing service arrangement into the next base and option periods.
