This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached. Solicitation W50S9H26QA022 incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2026-01, dated 13 March 2026. This requirement is set-aside 100% Total Small Business, North American Industry Classification System Code (NAICS) code is 333120, with a size standard of 1,250 Employees. All qualified Small Businesses under this Industry are encouraged to submit quotations.
Stump Grinder Attachment See attached SF 1449 and Minimum Specifications document(s) for additional details. All quotes will be evaluated in accordance with the evaluation procedures described in this solicitation. ***Offers must include complete and detailed technical specifications to enable the Government's evaluation and determination of technical acceptability. Incomplete submissions or failure to provide adequate technical details may result in the offer being deemed technically unacceptable and removed from consideration. Quotes must include estimated delivery date, SAM Unique ID Number, CAGE Code, and Tax Identification number. Pricing is to remain valid until 30 Sept 2026. ***Funds are not presently available for this acquisition. No contract award will be made until Appropriated funds are made available. Offerors shall be required to return the attached Standard Form 1449 Solicitation, W50S9H26QA022 signed and filled in appropriately as their offer along with any additional information required to be submitted and any additional fill-in provisions. All contractors MUST be registered in the System for Award Management (SAM) http://www.sam.gov database at the time of quotation.

Background The U.S. Air Force is seeking to acquire a Stump Grinder Attachment to enhance its operational capabilities. The goal of this contract is to efficiently remove stumps obstructing drivable paths essential for security checks and base operations, thereby increasing the speed and effectiveness of stump-clearing efforts while ensuring safety for operators and bystanders during on-base activities. Work Details The Stump Grinder Attachment must meet the following minimum specifications: - Compatibility: Must be compatible with Bobcat T250 and Bobcat 770 models. - Bit Diameter: Minimum cutting wheel diameter of 32 inches. - Hydraulic Flow: Must operate within a hydraulic flow range of 20–42 GPM, compatible with the hydraulic output of Bobcat T250 and 770 skid-steer models. - Stump Capacity: Capable of handling system pressures up to 4,250 PSI. - RPM Range: Able to achieve up to 20 inches of cutting depth in a single pass, grinding stumps 8–28 inches in diameter in one pass. - Operating Weight: Attachment weight shall be no less than 1,350 lbs for stability and cutting force. - Mounting Interface: Must include a Universal Skid Steer / Compact Track Loader quick-attach interface integrated into the attachment body. - Hydraulic Motor: Equipped with a 2-speed hydraulic motor for variable torque and speed operations. - Cutting Blades: Designed with staggered AR500 steel blades for low maintenance and extended service life, capable of cutting through feeder roots in rocky conditions. - Safety Features: Low-RPM operation required to minimize debris throw and ensure safe operation for personnel.
