Background

Milwaukee County Behavioral Health Services (BHS), specifically Wraparound Milwaukee - Children’s Community Mental Health Services, is issuing a Request for Proposal (RFP) for the provision of REACH (Reaching, Engaging, & Assisting Children/Families) Crisis Care Coordination services. The goal of this contract is to enhance crisis care coordination for children and families in Milwaukee County. The Department encourages new vendors, including joint ventures and innovative partnerships, to apply. Existing agencies are not required to reapply. After selecting a maximum of two successful proposers, BHS will negotiate a Fee for Service Agreement to provide these services in 2027.

Work Details

The selected contractors will provide REACH Crisis Care Coordination services which include: - Engaging with children and families in crisis situations. - Developing individualized care plans that reflect the cultural and personal preferences of the youth and their families. - Coordinating services across various systems including child welfare, youth justice, and mental health services. - Supporting families in navigating community resources and advocating for their needs. - Implementing 24/7 crisis support plans to ensure timely assistance during emergencies. - Utilizing trauma-informed care practices and motivational interviewing techniques to foster effective relationships with clients.

Period of Performance

The contract period is from January 1, 2027, through December 31, 2027. There is an option for renewal for up to three additional one-year cycles.

Place of Performance

The services will be performed in Milwaukee County.

Bidder Requirements

Proposers must demonstrate experience with the target population and knowledge of Wraparound principles. They must also comply with all submission requirements outlined in the RFP including providing required documentation such as agency demographics, conflict of interest certifications, and evidence of financial solvency. Proposals must be submitted through the Milwaukee County Procurement Portal by the specified deadline.
