Background The contract is issued by the United States Environmental Protection Agency (EPA), specifically the Pacific Coastal Solutions Branch (PCSB) within the Office of Applied Science and Environmental Solutions (OASES). The mission of the EPA is to protect human health and the environment. This contract aims to provide on-site technical support for research activities at PCSB facilities located in Corvallis and Newport, Oregon, as well as support for other associated EPA programs. The contractor will assist in various research efforts related to aquatic and terrestrial ecosystems and air quality issues. Work Details The contractor shall provide non-personal services, materials, supplies, and vehicles necessary for supporting research activities outlined in the Performance Work Statement (PWS). Key tasks include: 1. Analytical Chemistry Laboratory Support: Manage laboratory operations at the Corvallis facility, including sample receipt, tracking, preparation for analysis, documentation maintenance (quality assurance plans and standard operating procedures), method development/modification, coordination of analyses within holding times, implementation of QA/QC practices, participation in external performance evaluations, and documentation of analytical performance. 2. Provide administrative support for on-site activities and coordinate with EPA facility occupants regarding security, waste management, parking, and maintenance. 3. Utilize database management, statistical analysis, geographic information systems (GIS), visualization software, and other tools within PCSB's workstation/network environments. 4. Submit technical documents for review by the Contracting Officer Representative (COR) or Task Order Representative (TOCOR) prior to dissemination. Place of Performance The primary locations for performance are the PCSB facilities in Corvallis and Newport, Oregon.
