Solid Waste Rate Study

Background

Gunnison County's Solid Waste Department is conducting a comprehensive Landfill Rate Study to ensure the sustainability and resilience of its solid waste system. The study aims to align with long-term environmental and community goals, providing a clear understanding of operating and lifecycle costs associated with landfill operations. Established in the mid-1980s, the Six Mile Lane Landfill has served as the primary disposal site for municipal solid waste in the County, evolving over time to meet regulatory requirements and community needs.

Work Details

The study will include a full cost-of-service analysis identifying resources required for operation, maintenance, and future planning of the landfill. Key objectives include: 1) Establishing a defensible revenue requirement for sustainable landfill operations; 2) Designing an equitable rate structure that allocates costs fairly across user groups; 3) Providing rate alternatives and policy options for the Board of County Commissioners; 4) Developing a long-range financial outlook for capital improvements and closure care; 5) Supporting public transparency through documentation and presentations. The scope of services includes phases such as kickoff meetings, regulatory reviews, operational baselines, cost-of-service allocations, rate design alternatives, impact analyses, stakeholder engagement, and final report preparation.
