Background

The State of Colorado, through the Department of Natural Resources and Colorado Parks and Wildlife (CPW), is issuing a Request for Documented Quotations (DQ1 2026-0480) to procure Medical Grade Liquid Oxygen. The goal is to secure competitive quotations from qualified vendors for the provision and delivery of this essential commodity, including necessary fees for delivery, fuel, and hazardous materials.

Work Details

The contract requires the vendor to supply Medical Grade Liquid Oxygen in bulk for a 1500-gallon tank owned by the Hatchery. The vendor must fill the tank approximately every two weeks, ensuring it is filled to a maximum height of 136 inches while maintaining a pressure not exceeding 200 psi during operation. The vendor is responsible for inspecting and monitoring the tank during each fill-up to check for leaks and ensure all valves are functioning correctly. Deliveries must occur within 24-48 hours after notification when the tank reaches 40 inches. Pricing must be quoted per CCF, inclusive of all delivery charges, fuel, and hazmat fees. The contract spans from July 1, 2026, to June 30, 2027, with options for two additional one-year renewals based on performance.

Period of Performance

The initial period of performance is from July 1, 2026, to June 30, 2027. There are options for two additional one-year renewals at the discretion of CPW.

Place of Performance

Deliveries will be made to Colorado Parks and Wildlife at Rifle Falls Fish Hatchery located at 11466 Hwy 325, Rifle CO 81650.

Bidder Requirements

Bidders must provide proof of current insurance policies as required by the solicitation. Specifically, automobile liability insurance covering any auto with a minimum limit of $1 million per accident is required unless using a third-party delivery service. Additionally, Service Disabled Veteran Owned Small Businesses (SDVOSBs) may receive a preference on their bids if they are registered and verified by the Center for Veteran Enterprise within the U.S. Small Business Administration.
