Bidder Requirements Offerors must provide complete and detailed technical specifications for evaluation. Offers must include estimated delivery date, Unique ID Number, CAGE Code, and Tax Identification number. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract W50S9H25PA022 awarded to Mission First Partners for $35,688 (09/26/25–11/28/25). That prior award was for a UTV “IAW MINIMUM SPECIFICATIONS,” which aligns closely with the current requirement for two 4x4 UTVs meeting the same minimum specifications and mission-ready configuration (e.g., enclosed HVAC cabs and related equipment). The current CLIN structure (one base unit plus an option) also suggests continuity in procuring similar vehicles for the same end user.
