Background The Department of Veterans Affairs (VA) is issuing this solicitation for GE Carescape Electronic Health Record Modernization (EHRM) integration services across VISN 12. The goal of this contract is to enhance patient monitoring systems by integrating them with the VA's Oracle Health (Cerner) platform, thereby improving data flow and operational efficiency within the VA healthcare system. Work Details The contractor shall perform the following tasks: 1. Configure and integrate Carescape systems with VA Oracle Health (Cerner) test and production environments to ensure seamless data flow of ADT (Admit, Discharge, Transfer), vital signs, and test results across specified VA Medical Centers. 2. Specific tasks include: - Receiving ADT from the VA Oracle Health (Cerner) test environment. - Sending vitals information from Carescape systems to the VA Oracle Health CareAware platform with required parameters. - Configuring production ADT feeds from VA Oracle Health and production vitals from Carescape systems. - Disabling VistA ADT where specified and enabling waveform and vitals feeds to Bedmaster. - Ensuring aggregator configuration matches existing live configurations at FHCC with facility-unique bed locations. - Providing optional line items for network hardware replacement to improve compliance with network connectivity between GE patient monitoring network and VA enterprise network. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Services will be performed at various locations including: - Milwaukee VA Medical Center, 5000 W National Ave, Milwaukee, WI 53295 - Green Bay VA Clinic, 2851 University Ave, Green Bay, WI 54311 - Iron Mountain VA Medical Center, 325 E H St, Iron Mountain, MI 49801 - VA Illiana Health Care System (Danville), 1900 E Main St, Danville, IL 61832 - Hines VA Medical Center, 5000 5th Ave, Hines, IL 60141 - Jesse Brown VA Medical Center, 820 S Damen Ave, Chicago, IL 60612 - Captain James A. Lovell Federal Health Care Center for network hardware only. Bidder Requirements Bidders must be OEM authorized to provide these services. Additionally, all contractor personnel must undergo background checks equivalent to those required for VA employees who access sensitive information. This includes a Special Agreement Check (SAC) and a National Agency Check with Inquiries (NACI). Contractors are responsible for all travel arrangements and expenses related to service delivery. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on award 36C25225D0008, awarded to Trillamed (valued at $205,512 for 02/19/25–02/18/28). That prior effort provided labor, travel, expenses, and parts for service, maintenance, and support of GE Carescape infrastructure across multiple VA facilities in the same VISN 12 footprint (including Milwaukee, Green Bay, Iron Mountain, Hines, Chicago/Jesse Brown, Danville/Illiana, and Captain James A. Lovell FHCC). The current requirement for OEM-authorized integration of GE Carescape with VA Oracle Health (Cerner) test/production environments—covering ADT and vitals/test result data flows—appears to be a continuation or expansion of the same Carescape system support activities at these facilities.
