Background

The State of Wisconsin, through the Department of Children and Families (DCF), is seeking proposals to provide regionalized Independent Living (IL) services in Youth Services Region 3. This initiative targets youth aged 17½ and older who are likely to age out of out-of-home care (OHC) or have already aged out through the child welfare or youth justice system. The goal is to facilitate a successful transition for these vulnerable youth into stable young adulthood by providing comprehensive support and resources.

Work Details

The contractor will be responsible for delivering a range of services aimed at helping eligible youth achieve self-sufficiency and stability. Key responsibilities include: establishing a regional network of service providers; developing partnerships with various stakeholders including educational institutions, employers, and health service providers; facilitating transition planning for youth aging out of care; providing direct services and case management for young adults aged 18-23; administering Education Training Voucher (ETV) funding; and ensuring that all services align with DCF’s Youth Services Framework. Specific services include assistance with housing, education, employment, health needs, and building connections with supportive adults.

Period of Performance

The initial contract term is from November 1, 2026, through December 31, 2026, which includes a two-month start-up period. Direct services must commence on January 1, 2027. The contract may be renewed for up to four additional one-year periods based on satisfactory performance.

Place of Performance

Services will be provided throughout Youth Services Region 3 in Wisconsin, which includes Milwaukee County.

Bidder Requirements

Proposers must demonstrate experience in providing services to adolescents and young adults from diverse backgrounds and vulnerable populations. They must comply with mandatory requirements including child sexual abuse prevention policies, background checks for staff working with youth, and adherence to confidentiality laws. Proposers are also required to provide financial stability documentation upon request.
