Background

The Department of State Hospitals (DSH) is seeking to gather information from potential vendors regarding the provision of social support services for clients in the Sexually Violent Predator (SVP) Conditional Release Program (CONREP). This initiative aims to enhance understanding of the marketplace and establish a bidder pool for future solicitations. The CONREP program, operational since January 1, 1986, is mandated by California law to provide community treatment and supervision for judicially committed individuals, including SVPs. DSH contracts with counties and private organizations to deliver these services, which include mental health treatment and supervision.

Work Details

The contractor will provide a range of forensic treatment services statewide to CONREP SVP clients, focusing on relapse prevention and supporting client recognition of patterns leading to offenses. Services include:

Forensic Individual Contact

Four sessions per month for Intensive Care Level clients; one session for Supportive and Transitional Care Level clients.

Group Contact

Four sessions per month for all care levels.

Case Management

Up to 10 hours per week for Intensive Care Level clients. - Surveillance activities and home visits with specified frequency and duration. - Substance Abuse Screening and assessments including polygraph testing. - Development of individual wellness and recovery treatment plans annually. - Coordination with community resources for successful client reintegration into society. - Regular reporting to courts on client progress and compliance with treatment plans.

Period of Performance

The contract will be performed continuously as needed, with specific services provided based on client requirements and court orders. The contractor must maintain availability 24/7 for emergency situations.

Place of Performance

Services may be performed at various locations throughout California as required by the needs of the CONREP clients.

Bidder Requirements

Contractors must have a legal right to operate in California, possess necessary licenses, maintain staff qualifications, have at least five years of experience in mental health treatment related to sex offenders, and ensure compliance with all applicable laws. They must also be able to provide services statewide or specify limitations by county or region.
