Background

The Maui County legislative branch is soliciting applications from Hawai‘i-licensed attorneys and firms to provide special counsel services for Fiscal Year 2027. This initiative aims to ensure that the Maui County Council, Office of Council Services, Office of the County Auditor, and Office of the County Clerk have access to qualified legal representation. An application must be submitted even if a similar application has been made to the Department of the Corporation Counsel.

The selected attorneys or law firms will provide legal services in various fields including:

Americans with Disabilities Act

- Takings

Zoning and Planning

- Open Government (Sunshine Law, Uniform Information Practices Act)

Government Ethics

- Financial Fraud, Waste and Abuse - Whistleblower protections

Legislative Interpretation and Procedure

- Litigation (Trial or Appellate) - Tax Law (Federal, State or Municipal) - Lobbying (Federal or State) - Torts, Insurance and Personal Injury. The contract will be executed for the fiscal year ending June 30, 2027.

Period of Performance

The contract period is expected to run from June 1, 2026 through June 30, 2027.

Place of Performance

The legal services will be performed in Maui County, Hawaii.

Bidder Requirements

Attorneys or law firms must be licensed to practice law in the State of Hawai‘i. They must submit a letter of interest along with a statement of qualifications that includes: - Name and website - Principal place of business, email address, and telephone number - Areas of practice - Summaries of education and experience for attorneys performing substantial work - Relevant case summaries with client contact information - Statements regarding legal malpractice insurance coverage - An overview of billing policies.
