New Public Safety Answering Point and Emergency Management Facility

Background

WESCOM, an interlocal agency operating under the City of Walla Walla as a division of the Walla Walla Police Department, is seeking proposals for comprehensive architectural and engineering design services for a new Public Safety Answering Point (PSAP) and Emergency Management facility. This project aims to enhance coordination and response efficiency for public safety functions in Walla Walla County. The facility will be located within the Technology Building at Walla Walla Community College and is designed to meet Risk Category IV building code requirements, ensuring operational continuity during emergencies.

Work Details

The selected firm will provide architectural, engineering, and full design services including: - Conducting a review and assessment of existing documentation; - Developing comprehensive design solutions; - Providing detailed cost estimates for renovations; - Ensuring compliance with applicable codes and standards; - Coordinating with government agencies; - Preparing bid documents; - Providing construction administration services. The project area consists of approximately 5,700 square feet on the second floor of the Technology Building. Specific tasks include retrofitting red-shaded areas to meet Risk Category IV criteria, developing architectural plans, implementing sustainable design strategies, and maintaining budget control.

Period of Performance

The contract period is expected to begin after the Notice to Proceed on July 15, 2026, with an anticipated completion timeline that includes phases for design, bidding, and construction administration.

Place of Performance

The work will be performed at the Walla Walla Community College – Technology Building (Building F), located at 500 Tausick Way, Walla Walla, WA 99362.

Bidder Requirements

Firms must be qualified, licensed, and responsible. All services must be carried out by licensed personnel. Proposals should demonstrate experience with PSAPs or mission-critical facilities and retrofit projects. Additionally, proposals should include references from similar contracts.
