Background The U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center, part of the Army Futures Command (AFC), is seeking to modernize facilities at U.S. Army Garrison Picatinny Arsenal in Dover, NJ, and Benet Labs in Watervliet, NY. This Request for Proposal (RFP) aims to acquire Design-Build (DB) and Design-Bid-Build (D-B-B) construction services through a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The goal is to support the modernization of hundreds of buildings and ensure that major systems remain operational. Work Details The contractor will provide facility modernization services including maintenance, repair, and minor construction tasks related to architectural, civil, mechanical, plumbing, fire suppression, structural, electrical, HVAC, instrumentation, security, and safety areas of government facilities. The scope includes rapid response for remediation of real property and may involve design/build tasks as specified in individual task orders. Task orders are expected to range from $2,000 to $11 million in value. The contractor must manage all aspects of the work including labor, materials, and equipment necessary for successful project completion while ensuring compliance with applicable regulations. Period of Performance The contract will have a five-year ordering period from the effective date of the contract award. Individual task orders may have a performance period not exceeding 18 months beyond the expiration date of the IDIQ contract.
