Background

The Department of Taxation, Administrative Services Office of the State of Hawaii, is soliciting offers for Heat Applied Cigarette Tax Stamps. The goal of this contract is to provide a secure and efficient means for affixing tax stamps to cigarette packages, ensuring compliance with state tax laws.

Work Details

The contractor will provide heat applied cigarette tax stamps designed for application with automated machines, manual machines, and hand-held devices. The stamps must be furnished in denominations for packages containing 20 cigarettes and configured for application with either automated machines, manual machines, or hand-held devices. The stamps shall measure between 3/8" by 3/8" and 5/8" by 5/8". Each roll will contain 15,000 stamps and will be numbered for traceability. The contractor is responsible for ensuring that the stamps adhere securely to cigarette packages and cannot be altered or removed without destruction. Additionally, the contractor must maintain a secure depository for all manufacturing materials related to the stamps and provide adequate training materials to the Department of the Attorney General's staff to determine stamp authenticity.

Period of Performance

The contract will commence on June 8, 2026, and terminate on June 7, 2027. There is an option to extend the contract for two additional twelve-month periods upon mutual agreement.

Place of Performance

The services will be performed in Honolulu, Hawaii, with deliveries made to designated consignees as specified by the Department.

Bidder Requirements

Offerors must comply with all applicable laws governing entities doing business in Hawaii including General Excise Tax Law (Chapter 237), Employment Security Law (Chapter 383), Worker's Compensation Law (Chapter 386), Temporary Disability Insurance (Chapter 392), and Prepaid Health Care Act (Chapter 393). Offerors must also demonstrate compliance through Hawaii Compliance Express or provide paper certificates from relevant state departments.
