Background

The City of Raleigh Solid Waste Services (SWS) is seeking to enhance operational efficiency, regulatory compliance, customer service, and cost savings through the implementation of advanced technologies in its refuse collection fleet. The initiative aims to improve the operator experience, increase supervisory visibility, and streamline service verification and reporting via digital systems. The project will integrate seamlessly with existing City systems while ensuring ease of use and reliability in field conditions.

Work Details

The services requested under this contract include: 1. Implementation of automated photo- and/or sensor-based positive service verification across all weekly residential routes. 2. Introduction of AI-assisted features, sensors, and seamless integrations for contamination detection, cart verification, and improved customer service. 3. Integration of services with existing CRM, GIS, and work order management systems while complying with municipal standards. The CabLink ecosystem will connect in-cab tablets, onboard vehicle sensors (actuators, GPS, cameras), and supervisor dashboards through a centralized data management platform to collect real-time data from trucks, drivers, and routes for analytics and operational decision-making.

Period of Performance

The contract is expected to be performed from May 15, 2026 to July 1, 2026 for the initial implementation phase.

Place of Performance

The services will be performed within the City of Raleigh, North Carolina.

Bidder Requirements

Proposers must demonstrate experience with similar projects within the last three years and provide at least three references from previous clients. They must also be properly licensed/certified by the Federal and/or State of North Carolina to perform the specified work and provide proof of insurance.
