The Fayetteville Public Works Commission (PWC) is seeking a qualified engineering firm to provide construction management services for the P.O. Hoffer Water Treatment Plant and Glenville Lake Water Treatment Plant Post-Filter GAC Adsorption Facilities. This initiative is part of PWC's efforts to address the removal of PFAS and 1,4-dioxane from their water treatment process, which has been identified as critical due to regulatory changes from the EPA regarding PFAS compounds in drinking water. The project follows an evaluation conducted by Hazen and Sawyer in partnership with North Carolina State University, which recommended Granular Activated Carbon (GAC) adsorbers as the best treatment option based on pilot-scale testing. The project aims to ensure compliance with new regulations by implementing advanced treatment facilities.
The selected firm will be responsible for providing construction administration and management services, which include: 1. Project Management 2. Shop Drawing Review 3. Operation and Maintenance Manuals Review 4. Review and approve Contractor Schedule submittals 5. Review and process Requests for Information (RFI) 6. Review and process Requests for Change (RFC) 7. Schedule and conduct a Pre-Construction Conference and monthly progress meetings 8. Schedule and conduct meetings in advance of water treatment plant or process shut-downs as necessary to complete the work 9. Review and process Contractor partial payment applications 10. Perform punchlist inspections; review and process project closeout documentation 11. Prepare and submit project Record Drawings 12. Provide assistance with maintaining compliance with SRF and BABA funding requirements. Additionally, the firm will provide construction observation services, including maintaining Resident Project Representatives for extensive observation of Contractor’s work during construction, as well as engaging qualified independent testing firms as required.
The contract period will commence upon award in June 2026, continuing through the duration of the construction phase, which is expected to align with the completion timeline established during the bidding process.
The services will be performed at the P.O. Hoffer Water Treatment Plant and Glenville Lake Water Treatment Plant located in Fayetteville, North Carolina.
Bidders must comply with statutory requirements related to Minority Business Enterprises (MBE) and Women Business Enterprises (WBE). They must also adhere to wage rates set forth under the Davis Bacon Act, comply with American Iron and Steel Act requirements, and ensure HUB Certified contractors are encouraged to submit bids.
