Summary (Newest Update)

Background The National Oceanic and Atmospheric Administration’s (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) aims to provide timely access to global environmental data from satellites and other sources. The National Centers for Environmental Information (NCEI) supports this mission by offering historical and near-real-time environmental data. NCEI has established Regional Weather Records Centers (RWRCs) at public universities to produce and deliver environmental data and services tailored to regional user needs, thereby bridging the gap between NOAA and local communities. This contract specifically focuses on the Midwestern Regional Weather Records Center (MRWRC), which serves states including KY, IN, MI, IL, WI, MO, IA, MN, and OH. Work Details The MRWRC will provide products and services addressing regional weather records needs by leveraging NOAA’s capabilities. The work will focus on four main areas: 1) Engaging with industry and public sectors to identify long-term weather-related issues; 2) Adapting or developing tools and products based on user requirements; 3) Transitioning tools and services to sustained operational states; 4) Sustaining activities that support the provision of products and services as well as other NCEI needs. The contractor must be physically located within the region served by the MRWRC. Period of Performance The contract period is from September 17, 2026, to September 16, 2031. Place of Performance The contract will be performed in the Midwestern region of the United States, specifically covering Kentucky, Indiana, Michigan, Illinois, Wisconsin, Missouri, Iowa, Minnesota, and Ohio. Bidder Requirements Bidders must demonstrate a thorough understanding of the Task Order Performance Work Statement (PWS), provide a methodology for minimizing downtime during operations, outline a sound technical approach with organized work breakdowns for task completion, discuss lines of authority within their organization including project management roles, detail processes for selecting and managing subcontractors, accommodate changes in specifications as required by the PWS, meet information technology and security requirements per applicable regulations, and include a Quality Control Plan (QCP) for managing risk throughout the contract period.

Current: Posted: June 9, 2026, 4:54 p.m. EDT 6/9/2026 - Amendment 0001 attachments and Responses to RFP Questions and Comments are posted. Proposal due date extended to June 26, 2026. 1. Introduction and Background The mission of the National Oceanic and Atmospheric Administration's (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) is to provide and ensure timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation's economy, security, environment, and quality of life. NESDIS acquires and manages the Nation's operational environmental satellites, provides data and information services to numerous end users, and conducts related research. Since 1990, NCEI's RCS program has traditionally supported Regional Weather Records Centers (RWRCs) established at Public Universities within six geographic regions. For more than forty years, Regional Centers have produced and delivered environmental data, products, information, and services hereafter collectively termed products and services and captured user needs. By transforming, tailoring, and augmenting NCEI's products and services, the RWRCs provide a bridge between NCEI and regional user communities, including the private sector. The RWRCs support NOAA's mission to advance understanding of long-term weather variability and impacts through user engagement and the translation of data into usable products and services for decision makers. 2. Scope of Work A. Geographic Scope This contract is for the Midwestern Regional Weather Records Center (MRWRC), which is composed of KY, IN, MI, IL, WI, MO, IA, MN, and OH. The contractor providing the MRWRC capability to a region shall be physically located within the region and must serve all states, territories, and U.S.-affiliated islands in the region. An RWRC with unique capabilities may work with other RWRCs to meet user needs beyond its immediate region. B. Program Scope The MRWRC shall provide products and services to address regional weather records needs and issues in the context of NCEI's broader environmental information responsibilities. This will include leveraging NOAA's capabilities and expertise by transforming its satellite, in situ, radar, and paleoclimate data and products into regionally-tailored products and services, as appropriate, that meet the needs of users and partners and promote resilience and prosperity. The MRWRC will focus their work in four broad areas: Regional engagement and user needs identification, in which the MRWRC will engage with industry, economic and environmental sectors, and public sector constituencies throughout each region to understand their long-term weather-related issues, needs, awareness, and capabilities. Needs prioritization and product and tool provision, in which the MRWRC will adapt or develop, test, and sustain tools, products, and services meeting user requirements. To this end, they will support NCEI in the collection, understanding, adjudication and translation of user needs to requirements for future products and/or product modifications through regular contributions to NCEI's requirements collection database tool. Transitioning appropriate tools, products, and services to sustained NCEI operational states, in which the MRWRC will plan and execute transition projects that result in new or upgraded NCEI operational software, systems, products, services, and other capabilities. Services in which the MRWRC will sustain activities supporting their mission of the provision of products and services as well as other NCEI regional and national needs.
