Background

The Sacramento Housing and Redevelopment Agency (SHRA) is seeking quotations from firms for appraisal services on behalf of the Housing Authority of the City of Sacramento. The goal of this contract is to obtain independent market valuations for properties associated with the Twin Rivers Section 108 Loan collateral portfolio. This will support internal financial analysis, financing considerations, and potential future HUD-related submissions.

Work Details

The contractor will provide appraisal services that include: 1. Appraisal of properties identified in the collateral list, including property addresses, APNs, and property types. Each property must be appraised individually. 2. The appraiser shall provide Market Value (As-Is) for each property according to FIRREA standards. 3. All appraisal reports must comply with USPAP and FIRREA requirements. 4. Each report shall include a property description, highest and best use analysis if necessary, sales comparison approach, income approach, cost approach, and final value reconciliation. 5. Interior and exterior inspections are required for improved properties; representative sampling may be used for similar units. 6. All assumptions must be disclosed in the reports, including deferred maintenance or environmental concerns. 7. Deliverables include PDF appraisal reports and a summary spreadsheet with property identifiers and values. 8. Draft reports are expected within 3-4 weeks; final reports within 1 week after comments.

Period of Performance

The cumulative term of the Agreement shall not exceed five (5) years.

Place of Performance

The appraisals will be conducted on properties located in Sacramento, California.

Bidder Requirements

Contractors must have a valid Unique Entity Identifier (UEI) and maintain an active registration in the System for Award Management (SAM.gov). They must also comply with federal requirements including debarment certification and insurance coverage.
