Background

The City of Long Beach, through its Department of Parks, Recreation, and Marine (LBPRM), is seeking qualified contractors to provide comprehensive maintenance and management services for environmentally sensitive areas. The LBPRM serves a diverse community of over 462,000 residents and manages various parks, beaches, and marine biological reserves. The goal of this contract is to protect and enhance the ecological health of these areas while ensuring they remain safe and accessible for public enjoyment.

Work Details

The contractor will provide a full range of services necessary for the maintenance and management of environmentally sensitive areas. This includes: - Grounds maintenance - Aquatic maintenance - Ecological stewardship - Interpretive education - Coordination of volunteer groups - Bird surveying/counting Specific sites include:

Jack Dunster Biological Reserve

- Colorado Lagoon (Tidal Zones and Upland Areas)

Bluff Park Slope

- Appian Way medians - Willow Springs Park. Maintenance tasks include trimming and pruning plants, weed control in hardscaped and landscaped areas, soil cultivation and mulching, irrigation system maintenance, aquatic weed management, pond maintenance, and trash removal from designated areas using specialized equipment such as stake-bed trucks and work boats. The contractor must adhere to environmental regulations including permits from the California Coastal Commission and Department of Fish and Wildlife.

Period of Performance

The contract will be for a period of three years with an option to renew for four additional one-year periods. The total contract term will not exceed seven years.

Place of Performance

The services will be performed at various locations within the City of Long Beach including parks and marine biological reserves.

Bidder Requirements

Proposers must have a minimum of ten years of experience providing maintenance services to sensitive marine habitats. They must possess relevant licenses including Qualified Applicator License (QAL) for landscape maintenance and aquatic weed control. Proposals must demonstrate organizational capacity to meet project needs effectively.
