Background

The Judicial Council of California, chaired by the Chief Justice of California, is the chief policy-making agency of the California judicial system. The council aims to improve the administration of justice by surveying judicial business and recommending improvements to the courts. This RFP seeks proposals from hotels for meeting rooms, sleeping rooms, and food and beverage services for a two-week intensive education program for newly appointed/elected California judges and commissioners.

Work Details

The contractor will provide sleeping rooms, meals, and facilities for the B. E. Witkin Judicial College of California (Full Conference) scheduled for Summer 2027 and 2028. Specific requirements include:

Sleeping Rooms

Budgeted unit rate of $199.00 per room.

Food and Beverage Services

Proposed rates must align with budgeted rates including: - Breakfast: $25.00

Coffee/Tea Service

$8.00 - Lunch: $40.00 - Dinner: $40.00

Meeting Room Rental

Maximum rental fee of $10,000.00.

Termination Fee

Maximum fee of $25,000.00. - Preferred locations include Northern California (San Ramon, San Jose, San Mateo) and Southern California (Los Angeles, Orange County, San Diego).

Period of Performance

The contract will cover two separate periods in Summer 2027 (July 9 – July 23; July 16 – July 30; July 23 – August 6) and Summer 2028 (July 7 – July 21; July 14 – July 28; July 21 – August 4). The contract start date is estimated to be July 27, 2026, with an end date of October 4, 2028.

Place of Performance

The services will be performed at hotel locations in Northern California (preferred) or Southern California as specified in the proposal.
