Summary

Large Component Bead Blast Booth with Pre-Engineered Metal Building: This is an official Request For Quote (RFQ) - All previous draft documents provided are now obsolete. Please reference the new attachments to this notice. This requirement is to provide a complete and turn-key design, construction, and installation of a new corrosion control facility at the 309th Aerospace Maintenance and Regeneration Group (AMARG), located within a controlled area of Davis-Monthan Air Force Base (DMAFB), Arizona. The primary function is the corrosion control of Aerospace Ground Equipment (AGE) and other ferrous related items. The media blast booth will be housed within a fully enclosed Pre-Engineered Metal Building (PEMB) that also provides a separated maintenance support operations area (MX Ops Area). The entire facility shall be constructed on a currently unimproved site. All requirements are identified in the attached documents. The period of performance of the contract is anticipated to begin on or before 31 August 2026 with required completion by 20 December 2027. This requirement is a 100% small business set aside under NAICS 332311. Ensure that your small business is registered for this NAICS within SAM.gov. Please be aware that FAR 52.219-14 Limitations on Subcontracting, is included in the RFQ and will be enforced. Please pay particular attention to 52.212-1 (with Addendum attachment) and 52.212-2. The Government has determined that a site visit is not required for this acquisition and one will not be held. All necessary information regarding site conditions is contained within the solicitation documents, and any further questions must be addressed through the formal question-and-answer period.

Bid Guarantee

In accordance with FAR Clause 52.228-1, Bid Guarantee, the quoter shall provide a bid guarantee in the amount of 20 Percent (20%) of the bid price.

Payment and Performance Bonds

In accordance FAR Clause 52.228-16, Performance and Payment Bonds--Other than Construction, the contract shall require Payment and Performance bonds. These bonds are due no later than the issuance of the Notice to Proceed. Questions due: 31 May, 2026 5:00 P.M. MDT A formal response to all questions will be posted to SAM.gov for all interested offerors to be considered. Questions may or may not be responded to if provided beyond the specified due date.

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
