Sources Sought Notice Sources Sought Notice Department of Veterans Affairs, Network Contracting Office 4, VAMC Erie, PA requires Medica Gas Services IAW with Statement of Work (SOW). A Statement of Work (SOW) is attached. The purpose of this Sources Sought is to seek capable and responsible sources interested in providing this service. This is not a solicitation but rather a Request for Information (RFI/Sources Sought) in which the data collected will be used for market research purposes only. Responses will assist the Government with developing its acquisition strategy to include socio-economic set-asides. The Government anticipates award of Fixed Price Base Contract with Option Years. The Government is not taking questions at this time, however, if you identify ambiguities or have concerns about anything in the draft SOW, please include them with your response. If you have a GSA Federal Supply Schedule contract that s within scope of this effort, please identify the contract number. All SDVOSB and VOSB firms that respond must include proof of VetCert certification by the SBA (Veteran Small Business Certification (sba.gov)). While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond to this Sources Sought notice. All respondents are encouraged to include as part of their response a brief capability statement that covers the information in the attached draft Statement of Work. VA assumes no responsibility for any costs incurred associated with the preparation of responses. Background The Department of Veterans Affairs, Network Contracting Office 4, located at the VAMC Erie, PA, is seeking capable and responsible sources for Medical Gas Services as outlined in the attached Statement of Work (SOW). This Sources Sought Notice is intended for market research purposes to assist the Government in developing its acquisition strategy, including socio-economic set-asides. The anticipated contract will be a Fixed Price Base Contract with Option Years. All respondents are encouraged to provide a brief capability statement that covers the information in the draft SOW. Work Details The contractor will provide preventive maintenance (PM), inspection, and repair services for medical gas systems at the Erie VA Medical Center. The work includes ensuring compliance with applicable codes such as NFPA 99, NFPA 50, ASSE standards, NIOSH standards, ANSI, The Joint Commission, and CGA. Responsibilities include: - Providing all materials, components, labor, tools, inspection and testing instruments necessary for the contract. - Scheduling testing with the Erie VAMC Point of Contact (POC) three weeks in advance. - Performing inspections and repairs as required by relevant standards. - Responding to routine calls within eight hours and emergency calls within two hours. - Submitting documentation of training certifications for all employees prior to commencing work. - Conducting annual preventative maintenance inspections on various medical gas systems and components including alarms, gas manifolds, medical booms, oxygen systems, vacuum systems, and more. - Preparing detailed reports on inspections and repairs made under this contract. Period of Performance The contract will be awarded for a Base period plus four (4) Option Years. Place of Performance Erie VA Medical Center, located at 135 East 38th Street, Erie, PA 16504.
