Premanufactured Sanitary Sewer Lift Station Procurement

Background

The City of Arlington, Washington is seeking sealed proposals from qualified manufacturers for the design, fabrication, delivery, start-up, and training associated with a premanufactured sanitary sewer lift station as part of the Island Crossing Lift Station 11 Upgrade project. The goal is to replace the existing Lift Station 11 wet well pumps and exterior controller with a new premanufactured lift station. This procurement will be evaluated based on criteria beyond just price, ensuring that the best overall proposal is selected.

Work Details

The successful proposer will provide a complete premanufactured sanitary sewer lift station package which includes: 1) Design of the lift station; 2) Fabrication and assembly of components; 3) Delivery to the project site at 2430 WA-530, Arlington, WA 98223; 4) Start-up services after installation by a General Contractor; 5) Training for City operations and maintenance personnel. The equipment must comply with Washington State Department of Ecology Criteria for Sewage Works Design and include components such as a modular building, pumps, control systems, telemetry systems, emergency generators, and all necessary piping and valves. The contractor must also coordinate with the City and General Contractor during all phases.

Period of Performance

The contract period will commence upon award and continue through the completion of design, fabrication, delivery, installation, and training services as outlined in the RFP.

The primary location for performance will be at 2430 WA-530, Arlington, WA 98223.

Bidder Requirements

Bidders must demonstrate relevant experience in manufacturing premanufactured sanitary sewer lift stations. Qualifications should include years in business and experience with comparable municipal projects. Proposals must include references for similar projects. Compliance with Washington state prevailing wage law is required. Proposers must also provide warranty details for equipment and ensure that all equipment meets specified safety standards.
