Work Requested

The Rhodes Ave Landslide Rehab Project Phase II - 2024-GEDTF-054 seeks contractors to furnish all labor, materials, and professional consulting and/or construction services necessary for the rehabilitation of the Rhodes Avenue landslide area.

Background

The Rhodes Ave Landslide Rehab Project Phase II is part of ongoing efforts to address and repair landslide issues along Rhodes Avenue. This phase continues the work to ensure stability and safety in the affected area.

Contract Requirements

All work must comply with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442. Adherence to Title VI and other applicable provisions of the Civil Rights Act of 1964 is required. Contractors must comply with the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4). Compliance with Executive Order 11625 (Utilization of Minority Business Enterprise) and Executive Order 12138 (Utilization of Female Business Enterprise) is mandatory. Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990 must be followed. The Allegheny County MBE/WBE Program (enacted July 1981) applies, with goals of 13% Minority and 2% Female Business Enterprise participation. Allegheny County Ordinance #6867-12 sets forth a goal of 5% Veteran Owned Small Businesses.

Submission Instructions

Specifications and proposal forms are available at no cost through PennBid (pennbid.net) starting May 14, 2026. All bidding documents and bid specifications must be obtained and submitted exclusively via the PennBid online electronic bid service. Questions regarding the project should be submitted using the Vendor Discussions feature within PennBid. Bids will be accepted until 10:00 A.M. on June 4th, 2026, via the PennBid platform. Bids will be electronically opened at 10:01 A.M. on Thursday, June 4th, 2026. Each bid must be accompanied by a bid bond of not less than 10%.
