Open End MS4 Services - As Needed

Background

The Allegheny County Department of Public Works is seeking to engage a contractor for Open End MS4 Services to assist with compliance regarding its Municipal Separate Storm Sewer System (MS4) Permit issued by the Pennsylvania Department of Environmental Protection (DEP). The contract aims to support the County in various design engineering efforts and operational studies related to stormwater management.

Work Details

The contractor will provide a range of services including: - Evaluation and updating of the County’s Minimum Control Measures (MCMs) program; - Preparation of an inspection program for the County’s Best Management Practices (BMPs) facilities; - Compilation and preparation of annual reports to be submitted to DEP. Additional tasks may involve developing plans and bid documents for maintenance and repair of existing BMPs or proposed BMPs.

Period of Performance

The contract will be performed as needed, with specific projects assigned on short completion schedules. The solicitation indicates that Statements of Interest are due by June 12, 2026.

Place of Performance

The services will be performed within Allegheny County, Pennsylvania.

Bidder Requirements

Firms must have their minority business enterprise (MBE) and women’s business enterprise (WBE) participants in place and noted in their Letter of Interest or SF 330 form. The project has set goals for MBE participation at 13% and WBE participation at 2% of the total price. Certification of MBEs and WBEs by the County is mandatory before the proposal due date.
