Open End MS4 Services - As Needed

Background

The Allegheny County Department of Public Works is seeking qualified consultants to provide Open End MS4 Services as needed. This contract aims to assist the County in complying with its Municipal Separate Storm Sewer System (MS4) Permit issued by the Pennsylvania Department of Environmental Protection (DEP). The contract will facilitate various design engineering efforts and operational studies, addressing multiple projects with short completion schedules.

Work Details

The services required under this agreement include: - Evaluation and updating of the County’s Minimum Control Measures (MCMs) program. - Preparation of an inspection program for Best Management Practices (BMPs) facilities. - Compilation and preparation of annual reports for DEP. - Development of plans and bid documents for maintenance and repair of existing or proposed BMPs. - Research and development of educational materials. - Outfall inspection and testing. - Documentation and isolation of sources of potential illicit discharge. - Preparation and submission of annual progress reports to DEP. - Attending meetings with County staff. - Collaboration with County Parks and GIS personnel for real-time field data collection and mapping. - Communication with DEP regarding revisions to MS4 Permit regulations. - Quarterly updates to County project managers. - Development strategies for new DEP requirements such as a Volume Management Plan. - Preparation for DEP inspections of County facilities. - Providing training materials. - Conducting BMP inspections. - Preparing bid-ready documents including construction plans, specifications, estimates, and obtaining necessary permits.

Period of Performance

The agreement will be effective for a period of 5 years, with projects assigned on an as-needed basis. The maximum amount allocated for this Open-end Agreement is $300,000.00.

Place of Performance

The services will be performed within Allegheny County, Pennsylvania.

Bidder Requirements

Consultants must demonstrate compliance with MBE/WBE participation goals: 13% for MBE participation and 2% for WBE participation. Certification from Allegheny County is mandatory before the proposal due date. Additionally, consultants must maintain specific insurance coverages including general liability, automobile liability, workers' compensation, and professional liability insurance.
