2026 Aerated Static Pile Facility Construction

Background

The Chester County Solid Waste Authority (CCSWA) is issuing this solicitation for the construction of the ASP Compost Facility, Contract # 26-535-ASP-C. The project aims to enhance waste management capabilities in Chester County, Pennsylvania, by establishing a facility that will process organic waste through aerated static pile composting. This initiative aligns with the agency's mission to promote sustainable waste management practices and reduce landfill dependency.

Work Details

The project includes the following tasks: - Demolition and disposal of existing structures and asphalt. - Excavation, stockpiling, and backfilling of earth materials. - Connection to existing electrical utilities. - Installation of electrical conduit, cables, equipment, and instruments. - Installation of irrigation and contact water piping, including all necessary valves, fittings, and appurtenances. - Installation of a contact water sump and process water tank with associated pumps and controls, including inlet and outlet piping and supports. - Construction of concrete slabs and pads, pre-cast concrete walls, bin blocks, and bollards. - Installation of trench drains along with associated concrete and piping. - Installation of an aeration fan system with piping, pipe supports, valves, instruments, and aeration trench components. - Application of asphalt pavement for access roads. - Setup of an office trailer on-site. - Installation of signage and related appurtenances. - Provision of sprinklers, hoses, heat trace systems, insulation, and other necessary appurtenances. - Installation of control panels along with necessary systems; performing all required checkout procedures, start-up activities, and testing of systems. - Coordination for shutdown procedures related to existing electric utilities. - Provisioning temporary field offices, storage facilities, sanitary facilities, power sources, and communication equipment as needed during construction. - Conducting surveying activities along with site preparation efforts including erosion control measures.

Period of Performance

The contract work is expected to commence upon award in June 2026 and will continue until substantial completion is achieved within a timeframe specified in the Agreement.

Place of Performance

The construction will take place at the ASP Compost Facility located at 7224 Division Highway (Rt. 322), Narvon, PA 17555.

Bidder Requirements

Bidders must demonstrate qualifications including: evidence of authority to conduct business in Pennsylvania; a minimum of three projects completed within the last five years involving solid waste management facilities or similar environmental systems; availability of qualified staff; compliance with state anti-bid rigging regulations; submission of a non-collusion affidavit; proof of bonding capacity; insurance requirements as specified in the contract documents.
