Job Profiling and Workplace Skills Assessment System

Background

The Indiana Department of Workforce Development (DWD) is the state agency responsible for employment, education, and job training programs in Indiana. DWD aims to ensure that every Hoosier worker has access to quality education and job training programs, which are essential for building better careers and communities. The agency is committed to providing employers with access to a skilled workforce. This Request for Proposal (RFP) seeks a vendor to provide a comprehensive Workplace Skills Assessment System that meets these needs without requiring new development or customization.

Work Details

The selected vendor will deliver a fully developed commercial off-the-shelf (COTS) process that includes the following components: 1. **Job Profiling Component**: Identify skill requirements and levels for specific occupations, with an estimated 25 job profiles performed annually. 2. **Foundational Skill Assessments**: Tools to measure workplace skills for approximately 16,000 workers annually (averaging 3 assessments per person), used for identifying skill gaps and training needs. 3. **Foundational Skill Remediation Tool**: A component providing remediation in literacy, math, basic career skills, and self-management skills. 4. **Certificates/Certifications**: Issuance of approximately 1,200 certificates annually documenting assessed skills and levels. The system must be primarily web-based but should also allow for paper-and-pencil administration.

Period of Performance

The contract will commence on the effective date specified in the final agreement and will remain in effect through the duration outlined in the contract terms.

Place of Performance

Services will be performed primarily within the State of Indiana, with potential web-based delivery accessible from various locations.

Bidder Requirements

Vendors must comply with Indiana Office of Technology (IOT) standards and policies, including security frameworks and accessibility standards under Section 508 of the Federal Rehabilitation Act. Vendors must demonstrate compliance with data classification and privacy policies concerning personally identifiable information (PII). Additionally, vendors are required to maintain a drug-free workplace and comply with all applicable federal, state, and local laws.
