Background

The State of Hawaii, through its Department of Transportation, is issuing this solicitation for the maintenance of landscaped areas and the maintenance, repair, and inspection of the irrigation system along the Moanalua Freeway from Halawa to Middle Street on the Island of Oahu. The goal of this contract is to ensure the upkeep and aesthetic quality of highway plantings, which aligns with the agency's mission to maintain safe and efficient transportation infrastructure.

Work Details

The scope of work includes: 1) Maintenance of planted areas through watering, weeding, fertilizing, mowing, reseeding, cultivating, spraying, mulching, trimming shrubs and trees; 2) Edging and invasive plant removal; 3) Replacement of dead or damaged plants; 4) Cleaning and clearing sidewalks, gutters, swales, and ditches within contract limits; 5) Removal and disposal of trash and debris; 6) Maintenance and repair of the irrigation system. A location plan detailing specific areas for maintenance services is provided in the appendices.

Period of Performance

The contract will commence upon award and is expected to continue until all specified maintenance tasks are completed satisfactorily. The offer due date for proposals is June 19, 2026.

Place of Performance

The work will be performed along the Moanalua Freeway from Halawa to Middle Street on the Island of Oahu.

Bidder Requirements

Bidders must possess a valid State of Hawaii Specialty Contractor’s C-27 Landscaping Contractor’s license at the time of bidding. Additionally, bidders or their Responsible Managing Employee (RME) must have a minimum of two consecutive years of experience in landscaping services similar in size and scope to this project.
