Summary

The United States Coast Guard (USCG) Human Systems Integration Division (DPR-23) seeks contractor support services to conduct analysis, design, develop, implement, evaluate, and maintain a complete training system for the Polar Security Cutter's (PSC) initial crew. This includes, but is not limited to, creating and delivering training content for various ship systems, developing performance support tools, and managing the overall training program in alignment with USCG standards, in accordance with the attached Performance Work Statement (PWS). Contractor personnel will support this requirement primarily from the Contractor's facilities, with some on-site support at Bollinger Mississippi Shipbuilding (BMS) in Pascagoula, MS, and potentially other Gulf Coast locations. Primary tasks will include the following, which are further detailed in Attachment 1: PSC HPS&T Performance Work Statement (PWS):

Task 1

Develop the Training System Development Plan (TSDP)

Task 2

Conduct iterative analysis and design of the PSC HPS&T System

Task 3

Conduct iterative development of the PSC HPS&T System

Task 4

Conduct implementation and evaluation of the PSC HPS&T System

Task 5

Conduct maintenance support of the PSC HPS&T System Contractor personnel must be able to work in office and heavy industrial environments and meet all security requirements. The contemplated period of performance, including all options, is five (5) years from date of contract/order award. Attachments provide further details on requirements and deliverables.

Background The United States Coast Guard (USCG) Human Systems Integration Division (DPR-23) is seeking contractor support services to develop a comprehensive training system for the Polar Security Cutter's (PSC) initial crew. The goal of this contract is to ensure that the training aligns with USCG standards and effectively prepares the crew for their operational responsibilities. This initiative is part of the USCG's mission to enhance maritime safety and security through well-trained personnel. Work Details The contractor will be responsible for the following primary tasks: 1. Develop the Training System Development Plan (TSDP), which outlines the approach for analyzing, designing, developing, and implementing the PSC Human Performance Support and Training (HPS&T) system. 2. Conduct iterative analysis and design of the PSC HPS&T System, including Front End Analyses (FEA) for operator and maintainer jobs at a task level. 3. Develop the PSC HPS&T System based on approved design proposals, ensuring all materials meet USCG requirements. 4. Implement and evaluate the training system, including developing an implementation plan that details training schedules, resources required, and evaluation metrics. 5. Provide maintenance support for the PSC HPS&T System throughout its operational lifecycle. Period of Performance The anticipated period of performance for this contract is five years from the date of contract/order award. Place of Performance The primary place of performance will be at the Contractor's facilities; however, some tasks will require on-site support at Bollinger Mississippi Shipbuilding in Pascagoula, MS, as well as potentially other Gulf Coast locations.
